was inducted into the Senior Executive Service as the Associate Administrator
of the 8(a) Business Development Program with the SBA on Dec. 15, 2014. She
quickly inspired her team to collaborate across the agency and implement new
streamlined procedures to simplify complex processes and significantly reduce
administrative burdens on small businesses applying for SBA programs. The SBA
promoted her again on May 1, 2016 to serve as the Deputy for Government
Contracting and Business Development. She leads a team of five senior
executives and over 190 small business professionals across the nation. Her
responsibility includes all small business contracting and business development
matters relating to the $90 billion set aside annually for small business
contracting. In 2014,
Robinson-Burnette served at the Pentagon as deputy to the Secretary of the
Army Office of Small Business Programs. In this position, with over $16
billion in annual contract awards to small firms, she managed the largest
federal small business contracting program in the country. She provided
leadership and guidance to a network of over 200 military and civilian small
business specialists. From
2010-2013, Robinson-Burnette led the $6 billion U.S. Army Corps of
Engineers Small Business Program. She was principal adviser to the
Commander/Head of Contracting Activity on small business matters. She provided
senior leadership and direction to an integrated network of over 70 contract
specialists that served as Army Corps small business specialists throughout the
United States. Within her first year of leadership, she motivated the Army
Corps to exceed every small business goal for the first time in its history.
The corps continued to excel every year thereafter, winning numerous awards,
including “Small Business Program of the Year,” “Service-Disabled Veteran-Owned
Small Business Program of the Year,” and her staff earned several Secretary of
the Army “Small Business Specialist of the Year” awards. From 2008-2010,
Robinson-Burnette served as a deputy associate director for the Small Business
Program for the new U.S. Army Contracting Command, Office of Small
Business Programs. Robinson-Burnette
graduated from the University of Maryland with a bachelor’s degree in business
management (focus on acquisition & contracting). She is DAWIA Certified
Level III in contracting. She began her career as a Department of the
Army contracting intern in 1990. For many years, she served as a contracting
officer with an unlimited warrant. Her Army contracting service includes duty
in the Washington D.C. metro area, South Korea, Germany, and short temporary
duty in Bosnia, Kosovo and Hungary. She is
married to a retired Army Medical Service Corps officer and they have three
daughters.
