Definition: Under supervision of Grants Administrator, performs accounts payable and administrative duties related to the administration and oversight of grant-funded programs to include processing requests for payment, compilation of monthly statistical and technical reports, maintaining spreadsheets to track reimbursement requests from subrecipients and vendors. Assists in the monitoring and fiscal analysis of federal, state and county funded programs. ) E. R# B: q9 o$ D

Bachelor’s degree. Experience in business or government involving the analysis and evaluation of expenditure reports, budgets, systems, fiscal and administrative policies and procedures, organizations, and programs a plus. Related experience may be substituted for the education requirements on a year for year basis.+ {" T ~8 {' n3 A d1 p! i) q

1 B7 E2 N# S x& j4 \business administration; good knowledge of modern office practices, procedures, and systems; knowledge of statistical concepts and procedures used in organizational research; knowledge of the principles and practices of data processing, personnel, purchasing, and similar functions; ability to understand and interpret Baltimore County rules and regulations, and policies and procedures; ability to analyze financial, statistical, and other data, draw conclusions, and derive solutions to a variety of problems; ability to make concise and effective written and oral reports and presentations; ability to formulate, interpret, and administer policy; ability to establish and maintain effective working relationships with others; ability to keep track of and organize a large volume of competing requests and act on those requests in a timely manner; and good knowledge of or ability to learn about federal funds supporting homeless service programs. Must have command of Microsoft Office Suite with proficiency in Excel spreadsheets. Experience with databases and Outlook as well as federal Community Development Block Grants, Emergency Solutions Grants, and/or Continuum of Care Programs or other federal or state-funded programs is a plus. Knowledge of A-133 audit requirements and OMB circulars a plus.* `. b, l2 I& \0 p" G; ~4 ]

Duties: Monitor, review, and fund federal, state or county grants. Using the applicable county, state and federal systems, process subrecipient payment requests. Act as the first gatekeeper on subrecipient fidelity to approved budgets. Assist in the review of both internal and external audits. Assist with annual grant review and approval process for federal, state, and county funded grants. Assist with federal Continuum of Care application process. Review budget modification requests and recommend approval/denial for such requests. Provide technical assistance to nonprofits on budgeting and financial issues that arise in connection to the granted funds. Prepare backup documentation for reimbursement from federal and state governments for expended funds.
