赌钱还是赌梦：北美华人与赌博

根据Christiansen Capital Advisors LLC提供的数据，全美2003年的赌场毛收入接近730亿美金。而全美印地安博弈协会今年公布的消息则显示，分布全美28个州的400余家印地安赌场，2004年的营收总额达185亿美元。至于美国人每年花在赌博的费用加总，甚至高达6兆美元。这些数据让人见识到赌博的魅力，也显示经营赌场是件永不赔本的生意。事实上，过去十几年来美国赌博业的总营收每年都维持相当的成长率，丝毫不受经济景气循环的影响。

在赌博产业蓬勃发展的同时，加州大学洛杉矶分校（UCLA）于今年三月份所公布的一项赌博行为研究报告指出，全美有2%到6%的人惯性好赌，更有1%的人，患有赌博成瘾的精神性疾病。这样高比例的赌博成瘾人口让一般社会大众不得不对赌博行为对人们生理与心理所产生的负面影响加以重视。特别值得一提的是，美国亚太裔染上“赌博瘾”的比例，远远高出一般人口平均值的21%。换言之，亚太裔嗜赌成性的比例约比其它族裔高出两成。尽管中国人说“十赌九输”，却还是有那么多的人沉溺赌博，忘了这老祖宗的警讯。中国人好赌的形象，在这项报告中似乎得到实质数据的佐证。分析海外华人沉迷赌博的原因，主要在于海外华人美语沟通能力普遍不佳，在没有娱乐又无法融入美国主流生活的情况下，自然而然赌博变成娱乐的大宗。毕竟，只要了解了游戏规则，赌博是没有语言界限的。


赌从故乡到海外

追溯全球赌博业的历史，应从欧洲小国摩纳哥说起，1863年摩纳哥正式建造世界上第一个合法大型赌场-casino蒙地卡罗赌场，开启了全世界建造大型赌场的风潮，现在世界上合法的大型赌场早已超过百余家，且规模还在扩大中。至于华裔赌博史，根据中国宁夏社会科学院李范文教授的研究显示，从中国历史上来看，早在秦汉时代中国人就开始赌博，只是古代凡类似赌博的游戏皆称作“奕”，种类不多。直到近代，各式的赌博游戏才渐渐研发出笼。至于大家所熟悉的麻将，其起源并没有明确史实的记载，因此各种说法莫衷一是，有人认为是在春秋战国时代开始盛行，也有人认为在明朝万历年间，更有人说麻将其实是宋朝司马光发明的。

' P; l: b: H* H2 x2 M依据世界暨海外华人研究会的资料显示，海外华裔的赌博史可上溯自清朝末年。当时飘洋过海来到美洲大陆的华人因为自由受到限制，加上本来就有赌博的习惯，很早便开始出现聚赌的情形。随着时代的改变，华裔赌博的方式与地点也从私人聚会延伸至美国各大型赌场，例如大西洋城、拉斯维加斯等地。


在东岸，大型赌场多集中在大西洋城，虽然大西洋城创建时间不及拉斯维加斯，但因距离纽约只有2小时车程，交通的便利，故其发展十分迅速。其中最著名的包括泰姬玛哈Taj Mahal、希尔顿赌场等。1988年美国联邦政府颁布了“印地安赌博管理条例”后，各印地安保护区开始筹建新赌场，目前在美国28个州中，有近200个印地安部落经营的赌场。康州Foxwood快活大赌场与Mohegan Sun金神大赌场就是在这样的情况下风光开幕。根据报导，康州快活赌场仅在2003年开幕时期便向州政府上缴了1670万美元的税金，金神大赌场则缴了1640万。近两年两大赌场逐步开展华人业务，从华人身上捞得的利润亦相当可观。旅游业者表示，早期的华人多喜欢去大西洋城，除了没有其他赌场外，大西洋城赌城密集，如果手气不好，也可以换一家赌场转转手气。再者大西洋是东岸著名的观光胜地，也是许多新移民接待亲友的好去处，自然而然成为许多华裔小试身手的地方。近两年则因康州两大赌场的兴起，加上新移民不断大量涌入，如福州与温州移民等，使得各赌场竞争加剧，开始采用各项花招吸引华裔赌客上门。

至于合法的外围赌马，这几年除了香港移民外，也有越来越多的华裔投入其中。近期纽约州州长乔治伯德基为了摆脱财政短缺即宣布，决定在纽约市外围赌马公司Off-Track Betting的连锁店附设赌场，增设四千多台的新型吃角子老虎机器，美其名是方便民众娱乐，其目的就是希望藉此来增加税收。这项新措施同样的也吸引许多华裔的注意。

坐发财车发财去

4 s8 `8 N% |/ o% u! h想要了解华人赌博情形，最简单地就是到发财巴士车站走走。所谓发财巴士便是直通赌场的巴士。现今光是法拉盛市区就有至少四个“发财车站”，布碌仑地区大约有五个，且班次密集。至于纽约中国城华埠，在包厘街口与格兰街地铁出口附近，几乎每小时即有一班通往各赌场的专车。根据中国城一位不愿易透露姓名的旅游业者表示，通常每家赌场皆有赌场私营的专车，但近几年因为看中华人市场，也开始与华裔旅游业者合作，由华人经营的旅游公司开始经营赌场到中国城的巴士。通常一家赌场在一个区域会有专门的旅游公司负责发财巴士的业务，这些发财巴士，不但车票便宜，到了赌场还会发放所谓的餐券与COUPON，或称泥码，所以坐一趟发财巴士有吃有喝又有赌本。不过旅游公司表示，通常赌场会要求客人在赌场停留几个小时，才可享有这些“特殊优待”，另外泥码不能兑换现金，使用方法与一般COUPON大同小异，即必须搭配一定金额的赌金才可使用。

发财专车有多受华人欢迎？从法拉盛与中国城发财车站的发车时间表可窥之一二。早晨九点两个地区的几个重要路口与地标处已可看到发财专车的踪影，而赌场的巴士班表，譬如金神大赌场最早的一班车则是8点15分出发。虽然是大清早，仍可以看到买票上车的客人。根据旅游业者表示，大清早的客人多属于年纪较大的赌客，严格说起来有的不能算是赌客，许多住在美国的老人因为语言不通又没有娱乐，赌场一日游就成了他们的娱乐。这些老公公、老婆婆到了赌场大部分会先在吃角子老虎机前玩个几把，赌金也不大，纯粹娱乐的人居多，紧接着在接近中午时刻便开始排队等吃buffet。旅游公司表示，这些人多数不是赌场的大客户，但却是基本客源，当然也有些人是坐车来纯吃饭，然后再把COUPON半价卖给同车的人，自己在赌场找个角落午睡，但这种人比例不高，赌场也就睁一只眼闭一只眼。洛杉矶加州大学医学中心今年初有关“赌客心理研究”的报告显示，吃角子老虎机器是最容易让人跃跃欲试的赌博游戏之一，因为任何人都可以轻易的了解游戏规则，赌本想对也小，所以输赢多没有太多感觉，等发现时多以贡献赌场不少。所以别小看吃角子老虎机器。全美28个州的州政府针对吃角子老虎机器所征收的税率也相对较高，由此可见在这些发财专车上的常客对赌场贡献也不少。另外，旅游业者为吸引华裔搭乘发财巴士，多会在巴士上播放连续剧或电影，导游小姐为了能够多拿些小费，也会使出浑身指数说笑话，碰到熟人更是亲切地打招呼，提醒顾客再次光临。旅游业者乐观估计，住在中国城、法拉盛与布碌仑地区的华裔应该四分之一以上都有搭乘发财专车的经验。

" A" k3 v) W+ Y. a' ?& }  k( G& w美东地区的赌场除了祭出发财巴士吸引华裔赌客外，在赌场的设备上也下了许多功夫。基本上在赌场中长见到的赌博游戏包括有百家乐Baccarat、21点Blackjack、扑克Poker、轮盘Roulette、吃角子老虎Slot、掷双骰Craps等。但由于华裔赌客尤其是新移民对中国传统的游戏如牌九、麻将等游戏多所偏好，各赌场为了吸引华裔赌客上门，纷纷开辟这类亚洲人赌博专区。如大西洋大赌场、Showboat大赌场等都专设有牌九区专门招待华裔顾客。另外有些赌场干脆成立亚洲部，专人专责服务那些语言不通的华裔赌客。总结赌场提供的贴心服务，包括从上车前的收费小姐到车上的导游、司机、赌场的发牌员、餐厅员工、清洁人员等，通通都启用会讲中文的服务人员，如此华裔赌客一点都不会因语言隔阂而对环境感觉生疏，因为在这讲国语、广东话、福州话皆可通。多维记者在赌场绕了一圈，明显地可以看到专替华裔开辟的专区，不论是哪种游戏都可以看到黑头发的发牌员与黑头发赌客围成一圈。

在法拉盛Ash大道夹邦恩街（Bowne St.）某家庭旅馆租一个床位的中年华裔男子邸千，日前向警方指称房东把门反锁、扔他东西等多种恶劣手段企图非法驱赶。房东孙先生则称，双方纠纷是因邸千欠庞大赌债，没从他那里借到钱而报警。警方介入后，双方终于和解，邸千带着房东借他的数百元日前搬出家庭旅馆，并留下一封给房东的信，作为借据。

$ F1 \! e) i, V' `- h房客邸千投诉称，房东孙先生得知市楼宇局（Building Department）要来检查后，开始驱赶房客，因他不肯搬走，多次把门反锁，扔掉他放在冰箱的食物和一些日用品，还企图把他的行李箱扔到街头。

; x! S* u9 a: I+ _针对这起投诉，孙先生表示，「这房客不久前因攻击罪被捕，释放后没钱，我出于好心让他住进来，劝他改恶从善。」


孙先生指出，双方此次冲突的起因是赌博，「上月20日，他说赌博输掉老板让他办事的钱，不还钱工作就没了，因此开口向我借1000元，我没借他，后来了解到他把离婚卖房刚分到的钱也输掉了，而且向几个人借钱还没还」。

关于邸千投诉他换锁一事，孙先生指出，对方听说如果房东换锁，警察可以逮捕房东，于是就以换锁为由，两次从逃生楼梯爬到四楼，从窗口进入。孙先生解释，他开始并没有换锁，后来不得已才换锁是因为邸千在锁心里塞了牙签。

孙先生强调，「我并没有扔他的行李，现在他连吃饭的钱都没有，前几天，想向我要3000元，最少2500元，说拿到钱马上就搬走。我最终给了他700元，他在周二早上搬走了，还写了一封给我的道歉信，此事也算告一段落」。

$ e7 N* E+ @% w  U: t孙先生指出，纽约有上千家家庭旅馆，数以万计的华裔房东分租床位给打工者。家庭旅馆和分租都不合法规，但却为众多收入不高、以打工为生、甚至要寄钱回国的华裔移民提供很多便利、降低他们的生活成本，为政府解决一些社会问题。

Qian Di, a middle-aged Chinese man who rented a bed from a guesthouse on the Ash Avenue and Bowne Street in the Flushing Town, recently told the police that his landlord try to drive out him illegally with a variety of harsh means, such as locked the door and throw his baggage. However, the landlord Mr.Sun said, their dispute is due to Qian Di owed huge gambling debts, and can not to borrow money from him, then, called the police. Through the police intervention, the two sides finally reconciled----Qian Di moved out of the guesthouse recently with hundreds dollars the landlord lent him, and left a letter to landlord for a debt note.

Mr.Sun pointed out that cause of conflict is Qian Di indulged in gambling. "On the 20th of last month, Qian Di told me that he lost the payment for goods of his boss in the gambling. He was afraid that he might lose his job if he doesn't return the payment to his boss. Therefore he asked me to loan $1000. I didn't lend money to him yet. Soon after, I learned that he had sold his house which he got by the divorce case. He also borrowed money from many people and has not returned to them."

He will not only to stay living here, but also will report to the government. He threatened to make my guesthouse close. Mr.Sun explained that he would not change the lock originally, but he changed it later because of Qian Di crammed the toothpick in the lock.

Mr.Sun stressed, "I did not throw his luggage. Qian Di has no money to buy foods now. A few days ago, He ask me to borrow $3000, at least $2500. He said that he will leave at once, as soon as he gets the money. Finally I gave him $700. He, then, moved out on Tuesday morning, and wrote an apology letter to me. This matter was end."


; W5 q* T" C; s+ TMr.Sun pointed out that there are thousands of guesthouses in New York. Tens of thousands of Chinese landlords sublet beds for the migrant workers. The beds subletting of the guesthouses are illegal, but they provide some conveniences for many Chinese immigrants who are low-income, and work for a living, or even to send money to home. The guesthouses reduce their living costs, and help the government to solve some social problems.

Then, he tearfully complained of his house and property have been taken by his ex-wife in the divorce case. The actual situation is, however, that Mr. Qian Di spent most of the time and energy in various casinos in the United States. His wages and borrowed money lost all in the gambling games, such as "Baccarat", "Pai Gow" and so on. Then he must continue to lie and cheat money in order to live. He rented the room, but refused to pay the rental. He blackmailed his landlords. He reported and framed his creditors. As a result, he often quarreled with others, and constant disputed. During he lived in every place, the local police report rate and the police attendance were increased. He made the neighborhood out of utter confusion.
